All streets constructed by the Washington State Department of Transportation in conjunction with, and/or adjacent to, an interstate highway, State primary or State limited access highway and used as access, exit, frontage road or service road and covered by a maintenance agreement between the Washington State Department of Transportation and the City of Covington shall be considered a part of the City of Covington street system whether or not the State has relinquished any or all claim.
