The City of Covington shall, to the maximum extent practical, scope, plan, design, construct, operate and maintain appropriate facilities that are designed to safely accommodate a context-sensitive modal choice for the movement of all travelers regardless of their age or ability pursuant to a complete streets policy. Modal choice includes all motorized and nonmotorized means of travel, as well as consideration for the movement of freight, transit, and commercial delivery within the public right-of-way.
