Prior to the granting of any permit, the City Manager may require such modifications or changes to the proposed work as the City Manager deems necessary to properly protect the public in the use of the public place, and shall in the permit, if the same be granted, fix the time or times within and during which such work shall be done. The City Manager shall have the power to regulate the construction and enforce permit and ordinance requirements. The City Manager shall keep a record of the permit and the work done thereunder.
