The City Council is vested with the discretion to grant latecomer’s agreements that provide for the reimbursement of a pro rata portion of stormwater drainage system and street improvement expenditures by developers. Reimbursement agreements relating to water or sewer facilities constructed by developers may be available from the applicable water-sewer district in accordance with Chapter 57.22 RCW.
