“Functional plans” are detailed plans for facilities and services and action plans for other governmental activities. Functional plans should be consistent with the comprehensive plan, define service levels, provide standards, specify financing methods which are adequate, stable and equitable, be the basis for scheduling facilities and services through capital improvement programs and plan for facility maintenance.
