It is found that there exist in the City of Covington, dwellings, and other buildings, structures, and premises or portions thereof that are unfit for human habitation and that are unfit for other uses due to dilapidation, disrepair, structural defects, defects increasing the hazards of fire, accidents, or other calamities, inadequate ventilation and uncleanliness, inadequate light or sanitary facilities, inadequate drainage, overcrowding, abandonment or vacancy, or due to other conditions which are inimical to the health and welfare of the residents of the City. It is the intent of this chapter to clarify and strengthen the procedures for abating such conditions. It is not the intent of this chapter to apply the provisions of this chapter to existing buildings which were approved under prior editions of the code and are being maintained in compliance with those requirements.
