In all areas of special flood hazard, where elevation data is not available through the flood insurance study or from some other authoritative source pursuant to CMC 16.15.140, an application for a building permit shall be reviewed to assure that the proposed construction will be reasonably safe from flooding. The test of reasonableness is a local judgment and may include, but is not limited to, the use of historical data, high water marks, and photographs of past flooding, where available. Failure to elevate at least two feet above grade in these zones may result in higher insurance rates. (Ord. 12-20 § 2 (Exh. A); Ord. 06-17 § 3 (Exh. A); Ord. 100-98 § 1)
