“Improvements” means constructed appurtenances, including but not limited to road and drainage construction, utility installation, recreational features, lot grading prior to a building permit, plat monument signs, survey monuments. (Ord. 13-19 § 4; Ord. 53-02 § 2 (19A.04.180))
