This title is enacted pursuant to the City’s police powers, the Growth Management Act as codified in Chapter 36.70A RCW (“the Act”), and the impact fee statutes as codified in RCW 82.02.050 through 82.02.100. The provisions of this title shall be liberally construed in order to carry out the purposes of the City Council in providing for the assessment of impact fees. (Ord. 16-16 § 1 (Exh. A))
