The impact fee shall be based on the capital facilities and equipment plan developed by the RFA and approved by the RFA governing board, and adopted by reference by the City as part of the City’s Capital Facilities Element of the Comprehensive Plan, as amended. (Ord. 08-17 § 2 (Exh. A))
