(1) “Employee” means any person who is or has been employed by the City, including volunteers and appointed members of advisory boards and commissions. “Employee” does not include independent contractors.

(2) “Official” means any person who is serving or has served as an elected City official, and any person who is serving or who has served as an appointed officer of the City as defined by RCW 42.23.020(2), as written or hereafter amended. “Official” does not include independent contractors performing the duties of appointed positions.
