Any person who knowingly obstructs, impedes, or interferes with the City or its agents, or with a person responsible for a violation, any of whom are engaged in performing duties imposed by this chapter, shall be guilty of a misdemeanor punishable by a fine of up to $1,000 or imprisonment for up to 90 days, or both.
