“Development permits” means all permits, reviews, and approvals administered by the Department including, but not limited to, right-of-way use permits, grading permits, building permits, fire code permits, subdivisions, short subdivisions, binding site plans, zoning permits, conditional use permits, boundary line adjustments, and environmental review and shoreline permits.
