The maintenance of health and sanitation requires, and it is the intention of this chapter to make, the collection, removal and proper disposal of solid waste within the City by the collector mandatory and universal. This section does not apply to portions of the waste stream that are being recycled through private, permitted recyclers or yard waste collection. This section does not apply to any account which has received a written exception to solid waste collection service from the City pursuant to the terms of this chapter. (Ord. 08-15 § 2)
