Unless otherwise permitted by the Covington Municipal Code, it shall be unlawful for any person to camp within any public property. This section shall apply at all times in parks as defined in this chapter except in portions of a park set aside for such purposes or by special event permit. (Ord. 06-23 § 2 (Exh. A))
