(1) To carry out the responsibilities imposed on the City of Covington by the Washington State Shoreline Management Act (Chapter 90.58 RCW);

(2) To promote the public health, safety, and general welfare, by providing a guide and regulation for the future development of the shoreline resources of the City of Covington; and

(3) To further, by adoption, the policies of Chapter 90.58 RCW, and the goals of this master program, as set forth in the shoreline element of the City of Covington comprehensive plan. (Ord. 09-19 § 6 (Exh. C))
