The code enforcement officer may inspect and certify, to the best of his or her knowledge, that a vehicle meets the requirements of a nuisance vehicle. Such certification shall be in writing and shall record the make of the vehicle, the vehicle identification number, and the license plate number of the vehicle, if available. The code enforcement officer shall also describe in detail at least three of the following:

(1) The model year and age of the vehicle;

(2) The damaged or missing equipment or condition of the vehicle;

(3) The factors supporting a determination that the vehicle is apparently inoperable;

(4) The absence of a valid, current license plate; and

(5) The approximate fair market value of the vehicle and the value of the scrap in it. (Ord. 05-16 § 1 (Exh. A); Ord. 22-01 § 1; Ord. 79-98 § 1)
